Meet Bill Carman

My family moved to Moraga in 2005, after a car caught fire in front of our home in another city, while the emergency call center left us on hold for 45 minutes—more than once. We chose Moraga for its reputation as one of California’s safest towns, and for its parks, trail access, clean air, quiet nights, excellent schools, and emergency services. To help keep my family, neighbors and community safe, I joined the Lamorinda Community Emergency Response Team (CERT) in 2011.

From 2008 to 2012, I was something of a villain in town as I fought to protect Rancho Laguna Park. That experience taught me the value of the many preservation groups in Moraga, and the importance of protecting our open spaces. Since then, I’ve worked with several groups to support our parks and open spaces, including going door to door to distribute flyers for open-space measures, Measure K and ballot referendums. I’ve been called a villain because I’m willing to disagree while working toward practical solutions, and I’ve stood with residents who have fought town hall.

In 2014, I joined the Disaster Animal Response Team (DART), which later became the Contra Costa County Animal Response Team (CART), and I have been deployed to multiple major California emergencies, including setting up an emergency animal shelter at the Vallejo Fairgrounds.

In 2018  I personally walked and GIS-mapped the trails of Moraga, existing, proposed, and connectivity gaps, creating a unified document so no access opportunity would be lost again without fair negotiation. Key trail sections were later field-verified with a fellow parks commissioner.
